Blue lights on wheels

Idea Submission for The People's Money:
Installing a blue light system like college campuses do, but in NYC near park or train entrances. When people feel in danger, they press the button and the button informs NYPD or 911 so that they arrive to the location.
What is the problem your idea aims to address?
It's really important that when New Yorkers feel unsafe or in danger, that they feel comfortable asking for help in a timely was because sometimes 911 calls don't send help fast enough or don't work because of wifi.
