Youth job initiative

Give small business money that they don't have to give back to support their culture (sp?). Give high school and college students tutoring and internship opportunities so they get experience.

Business need money to start up and yes while they are loans, if the business fails, which 90% do within their first 5 years, they will be in debt and safer.
