Idea Submission for The People's Money:
I think we should improve local parks by upgrading infrastructure and making them cleaner and nicer for children and for people who want a scenic view. This can promote community engagement, make the people happier, and bring economic revenue (if it's really nice and attracts tourists).

Dirty, old parks (lots of health issues). Also, unhappy citizens.
