Utility Stability & Bill Regulation Support Program

Avatar: Ashley Melo-mamon Ashley Melo-mamon
Idea Submission for The People's Money:
The Utility Stability & Bill Regulation Support Program provides community members with a centralized, easy-to-use system to track, understand, and manage all their utility bills in one place. The program alerts residents to unusual charges, potential shutoff risks, or sudden increases in usage while helping them create realistic payment plans and monthly budgeting strategies. It also connects families to financial assistance, hardship programs, discounts, and resources many households do not know they qualify for. Through education, technology, and one-on-one support, the program empowers residents to maintain stable, predictable utility costs and avoid financial emergencies.
What is the problem your idea aims to address?
Many residents struggle with rising and unpredictable utility bills, leading to late fees, debt, and shutoff notices. Utility bills are often confusing, inconsistent, and difficult to manage—especially for seniors, low-income families, individuals with disabilities, and those with unstable income. Most households do not have the tools to recognize errors, track usage patterns, or identify leaks, faulty meters, or billing issues that cause sudden spikes. They are also unaware of the assistance programs, discounts, and protections available to them. This program solves these challenges by providing clear oversight, early alerts, financial guidance, and direct access to support, helping families maintain stability and avoid preventable utility-related crises.
