Provide scholarship funding to people to enter social services workforce as social workers with bi-lingual language skills.

Many communities face language issues when seeking help navigating the governmental systems. Increasing social service workforce with bi-lingual people will help alleviate the anxiety that people feel and ensure them that they can be helped.
