Idea Submission for The People's Money:
Expand on programs to troubled youths (those with consistent problems with attendance, drug use, suspensions, etc.). Create places to relax, educate on opportunities, provide services and incentives like if they have more attendance, grades, and stay out of trouble they get rewards.

Because of the quality of life decreasing when there is a lot of crime and unease in the city.
