Fund 2 money to public safety, fund 1 money to education. Add more police at the street and encourage them to stop any crime that didn't occur yet. Police amount at park, school, public bathroom, dark street corner or old apartment.

If you get shot at street, art, health, education couldn't help you. So safe is most important thing in society.
