There are people who have limited knowledge in the English language which limits opportunities in their day to day life.

What is the solution to the challenge?

Setting up classes in schools and libraries. School session could be held after school and on weekends. It was be for all ages and it would help reinforce what students are learning in school with their family at home. Teachers and speech therapists can assist in classes.
