Parks and neighbor sidewalks neglected, open fields that can be used for youth recreation (soccer, baseball or football)

What is the solution to the challenge?

Recruiting youth aged 13-18 to work approx. 4 hours a day, maybe 2-3 days a week after school, adopting parent to take charge to create possible little league teams
