Describe the challenge you want to address:
The voucher system doesn't work. Replace it with free housing and HOA fees automatically deducted from income.
What is the solution to the challenge?
The voucher system is cumbersome, expensive, and inefficient. Either the city or the employers that underpay their employees should own the large apt buildings and offer free housing. Building operating costs could be covered with income pro-rated affordable HOA fees automatically deducted from tenants' pay checks, alimony, social security, disability payments, etc. The city and/or employers should buy out all the landlords with rent stabilized/controlled/regulated housing and run the buildings themselves. Tenants would attend a Tenant Procedure Class and receive a certificate of completion to learn what was expected of them (no smoking, no vaping, must recycle and compost properly, must observe quiet hours between 10 pm and 10 am, etc.). To be safer for most people, housing could be segregated by senior citizens, families, single men, single women, etc. and 24 hour security would be required.
