Either the city or the employers that underpay their employees should own the large apt buildings and offer free housing. Building operating costs could be covered with income pro-rated affordable HOA fees automatically deducted from tenants' pay checks, alimony, social security, disability payments, etc. The city and/or employers should buy out all the landlords with rent stabilized/controlled/regulated housing and run the buildings themselves. Tenants would attend a Tenant Procedure Class and receive a certificate of completion to learn what was expected of them (no smoking, no vaping, must recycle and compost properly, must observe quiet hours between 10 pm and 10 am, etc.).
