It seems that the power is constantly running there and is never turned off. \n\n</div></dd><dt name=\"textarea-1727191235485-0\">What is the solution to the challenge?</dt><dd id=\"textarea-1727191235485-0\" name=\"textarea\">\n\n<div>My solution is that the billboards be dimmed or even turned off for two hours every day, most likely off peak hours, like 3-5 am.
