It seems that many people don't take the city as their home. Maybe that is why most of them don't litter at their apartments, home, etc. but they litter a lot outside.

What idea do you have to address the problem?

To educate people that one's home doesn't end behind their doors. To teach people to take all the city as their home. To raise their social behavior and responsibility.
