Update My Neighborhood

Idea Submission for The People's Money:
My idea is for a map-based app that shows a person's neighborhood or immediate area and allows them to submit ideas for how they may want to change it. Ideas can be like "more garbage cans are needed" or "speed camera light on the off ramp of a high way feels unfair." As a woman walking at night, I can see an idea like "lightpost needed here." I image folks can drop a pin in a specific area and a note describing the idea. Then once submitted the app notifies users in the same neighborhood of new ideas in a feed. Other residents can upvote or down vote the idea. When an idea hits a certain threshold, that can generate an automatic collection of responses like a petition be bubbled up to that neighborhood's local City Council for review.
What is the problem your idea aims to address?
Voicing grievances or desired changes to a local neighborhood often involves a high level commitment from local residents. They have to attend local community board meetings which can be difficult given working schedules and English may be a second language. Could there be a way to leverage technology to create a more seamless pipeline of communication between residents, neighborhoods & local representatives?
