Describe the challenge you want to address:: Spitting in public is actually illegal in NYC. Add to that the practice of closing one nostril and blowing out with the other. The result of both is someone's mucus, snot, germs and gunk on the ground. It is disgusting to see and to walk through.
What is the solution to the challenge?: Start enforcing the law. Put up signs, as there used to be. Educate the public.
