Describe the challenge you want to address:: I see many people on the park, train, stret. Anywhere any time. Drunk and drugs. And making drugs. With mental problems. A drug addict assaulted my mother. Every day there are always people taking drugs on the train.
What is the solution to the challenge?: Create a program where there is a recreational center for their rehabilitation were they are admited and to leave they meet certain requirement. Such as controlling their adiction.
