Being unable to communicate - difficulty connecting to the existing resourced in the environment

What is the solution to the challenge?

Continue funding Linc Wifi by providing free wifi in new neighborhoods.
Additionally, turn these towers into more of a community resource by adding an intro page that 1. allows individuals to send locations to numbers, EG checking in with loved ones by sending a notification from the linc address.
2. adding a resource page intro screen for linc centers
