Dirt and disorder, unassimilated people, the neighbors don't know each other well

What is the solution to the challenge?

1 - create a council of respected elders of the area to coordinate and assist.
2 - meeting of neighbors once a month to spend time together; improvement of the area, playroom, competitions with prizes
3 - a local newspaper issue or a general chat about an event
4 - create a people's militia from the districts veterans to maintain order.
