So many homeless people (the same faces) living in and around the ferry terminal. Howe can we help them get into more safe , appropriate space with services and get them on track for housing

Create an outreach team that will work intensively with a small group of homeless people and will walk with them from engagement and trust building all the way through getting benefits and shelter
