Philip Randolph Square has been completely underutilized--if you walk down 116 between Lenox and Frederick Douglass, there are tons of younger adults and teenagers socializing on the street because there isn't anywhere else to go. I propose turning A Philip Randolph Square on 116/117 and Adam Clayton Powell/St Nicholas into a space where people can spend time and socialize. The park is currently empty, and the anti-homelessness measures that have been taken make it impossible for anyone to use the space, homeless or not.
