1. It is unpleasant to use subway => people consider is as inferior way of transportation and try to avoid using it
2. It is unhealthy to use subway due to bad air
3. Dirty subway encourages people to use cars => more traffic => everyone suffers

What idea do you have to address the problem?

Wash stations on a regular basis, enforce penalties on those who make it dirtier
