society needs to help special needs, disables, homeless, or in a shelter youth. They need social services help form orgs like PAL, and education, support, guidance. Fund volunteer options for youth. After school educational and athletic and intergenerational programs. More funding for programs taking youth out of their environment, fresh air, scouts
