Being from a low income background may mean that they won't be able to benefit and survive in areas that work best with higher income individuals.

Having a language barrier can also impact the same situation

The city can create a workshop that targets those who are from lower class areas ,who may also have language barriers and help them get placed in jobs/trainings that can help them overcome their obstacles.
