Describe the challenge you want to address:

Due to funding and lifeguard shortages, many pools are only half to 3/4s open in the summer. Also, many children, especially in underserved communities don't have access to swim lessons. Swim lessons are often location and cost prohibitive.

Describe your idea and approach to address the challenge:

The NY parks dept. offers free swim classes throughout the year, including the summer - however, it's a lottery system and the locations may not work for local residents to the East/Harlem area. What if the parks dept (or another organization) held local lotteries for swim lessons that take advantage of those portions of the pools going unused. They could even work with local schools or public housing residents to focus the lottery on even a smaller subset of specific children.
