All to often people call for Emergency Services and there is no medical Emergency, it ties up the ambulance and takes a spot in the Emergency Room, and now the people with the real Emergency end up suffering.

Describe your idea and approach to address the challenge:

First the City should notify the public through a public add campaign about when to use Emergency Services and the importance of calling for an Emergency and using Primary Care for their every day needs.
Create an incentive program in low income neighborhoods for people to get an annual health screening, this way they have a primary care Doctor that they feel comfortable with if they get sick with some thing non life threatening.
