Reducing Energy in Times Square

Describe the challenge you want to address:
I'd like to acknowledge the constant electricity / power being used by all of the billboards in Times Square. It seems that the power is constantly running there and is never turned off.
What is the solution to the challenge?
My solution is that the billboards be dimmed or even turned off for two hours every day, most likely off peak hours, like 3-5 am. I think this small amount of energy saved would be good for the environment as well as save the city (or whoever pays the times square electric bill) a great deal of money!
