The car owners sit in cars to wait out the window, with no threat of a ticket. The result is the street is not cleaned, but the energy is expended for the street cleaner to drive around aimlessly. The tickets revenue is reduced, and car owner's time is wasted either moving cars or waiting in cars.
    What is the solution to the challenge?
    Reduce the window for ASP from 1.5 hours to 30 minutes. Cascade the time slots more effectively using GPS analysis. Map the route of the street cleaner to enable efficient arrival within the 30 minute window. Register cars using new tech such as Apple GPS tag. Allow non confrontational, POS instant ticketing for any car that is in the way of the street cleaner. The result will be the streets are cleaned, carowners will move, revenue will be collected, and people will be less frustrated due to increased efficiencies.
