Describe the challenge you want to address:

Last year I saw a very violent fight break out on the subway. It was terrifying. I wasn’t sure if it would escalate, everyone on the train was terrified. Yet when the train stopped all we did was get off as quickly as possible. I called 311 the next day and they couldn’t help. I was too busy and intimidated to go to a precinct. Seeing this violence shook me for weeks; I even tried to avoid the subway at all costs.

It is very intimidating and time consuming to walk into a precinct and report a crime. And yet, 311 does not handle all quality of life complaints or reports of seeing something like this example. Just because murder is down doesn’t mean we are in the “safest big city in America”. New Yorkers still don’t feel safe because of unreported crime and quality of life issues.

What is the solution to the challenge?

A website or simple form to report a quality of life or small crime complaint. I think it is a huge gap that we aren’t reporting on these metrics.
