What is the solution to the challenge?

Dramatic Increase of employees in the Department of Sanitation to address the filthy sidewalks and overloaded trash cans. We need an army of workers on foot to pick up garbage and store safely until the trucks can pick it up. Also -the garbage trucks should be equipped with brooms and dust pans to pick up what falls out onto the sidewalks. We can't live in the richest city on earth and be so dirty. Enlist store owners and building owners to power wash the sidewalks. Enlist volunteers as well to help. This is a problem we can solve. It looks as if no one cares. It actually affects all boroughs
