Describe the challenge you want to address:

Increasing number of new migrants New Yorkers in the community. So many of the new people are no literate in language even when language access or translators are provided. This limits their economic contributions and assimilation into the society.

What is the solution to the challenge?

1. Funding CBO's to provide language classes and adult education to those who never attended formal education in their native countries before coming here.
2. Providing incentives to this group to take part in the language classes and adult education.
