Problem is to find a job for people of certain age 50+. Problem for new immigrants 50+ with poor English

What is the solution to the challenge?

My idea is to help new immigrants of age 50+ make easier to finda. job, because problem is a poor English. They don't have time and money to study in college. The state will benefit because if they new immigrants will work they pay taxes, and it will be easier for them to live because they will have money and there will be something to live on. They don't want and will not ask for benefits, food stamps and other privileges. They just want to work
