Delays in the completion of private and public construction projects.

What is the solution to the challenge?

Fund a study on the implementation of a pay for performance program to incentivize construction projects to be completed on time. One idea for implementing this type of program would be to let individual New Yorkers to “place bets” on when construction projects will be completed and if there are delays the City would pay these New Yorkers a fee.
