During rains snowfalls, NYC drains catch basins get filled not only with water but also with leaves and twigs from trees. If we prevented or reduced the amount of leaves twigs that get into the drains catch basins, there will less flooding on our streets.

Describe your idea and approach to address the challenge:

Similar to the Summer Youth Employment Program, can we have an arrangement where young people (Or another group) sweep the curbs & put the leaves into composting bins on the street corners. This can be an early AM or after-school activity. The vehicle that sweeps the streets does not move everything.
