Limitation of language due to lack of technical tools and less income. Limitation of time - we the citizens are not free at any time.

Describe your idea and approach to address the challenge:

We need more ESL classes with teachers who are bilingual. We need classes to provide laptops and computers. The classes should be on weekdays during the day time, and would not only teach english but also promote conversation.
