What idea do you have to address the problem?

A lot of eligible New Yorkers don't vote. I want to stock the libraries in the district with information about civic engagement & voting, especially for young adults. People can read books & watch videos for their own edification, teachers can use it to create curriculum, and parents can use it with their children. 

Hopefully, increased knowledge will lead to increased participation.
