Veteran City works could have a "sabbatical" for their long time in service. This can let them be with family, engage in volunteer work, write a book, or just relax.
And get back to work refreshed, more experienced, and motivated.
This would not come from "annual leave," but rather another sort of accrued hours.

I like this idea for doing something of value, eg volunteering (e.g. working with the homeless or traveling to crisis zone), writing a book, taking an intensive graduate program, etc. There should be guidelines for approval to ensure that it's not just to take a year off.
