NYC Climate and Infrastructure Action Plan can incorporate targets in GHG emission reductions to companies that do business in NYC. The plan objectives can focus on environmental education, clean technologies, and shared visions in the reduction of the borough carbon footprint. NYC can incentivize owners or the public in green building practices. A culture of fostering sustainable options, through reusing of goods, reducing waste, and new technologies can be encouraged.

Manhattan's Community Board, 3 just adopted a survey that I worked on to give developers that asks specific questions about sustainability and resiliency related to their projects, including what certifications they are following that address some of what's in your idea. But requiring it would be golden.

The Plan outlines actions needed for New York to achieve 70 percent renewable energy by 2030; 100 percent zero-emission electricity by 2040; a 40-percent reduction in statewide greenhouse gas emissions from 1990 levels by 2030, an 85-percent reduction from 1990 levels by 2050; and net-zero emissions statewide by 2050.
