Describe the challenge you want to address:
90 minute street cleaning window is too long, with negative impact to quality of life and environment.
What is the solution to the challenge?
Because the cleaning vehicles are following the same route/schedule and therefore arrive at the same time each time, there is no reason to keep the time window so broad. Therefore, either the 90 minute window should be changed to 45 minutes, or the regulation needs to be changed so that once the cleaning vehicle passes the residents can leave their cars without penalty.
