One challenge that keeps them from participating in this city is the capacity that can be built to sustain and serve the new demand that new programs will create .

I think we should take into account the demand for this service may generate. Considering the influx of recently arrived migrants from south america who have entered our public schools this year i think it is imperative to establish a strategy in place to address this problem.
