Reform City hiring
Currently hiring takes months. Applicants have no idea how long the process will take or if they will actually reach the finish line. The City can't hire excellent people if it takes 9 months to hire them.
The hiring process needs serious reform to make hiring faster, more accessible and fair. Paying for civil service tests add an additional barrier to working for the City.

I would also add that there should be regular reviews of the salary ranges so that (1) there is consistency within and among agencies and (2) we are competitive in the broader market. It often feels as though we are competing with other parts of our agency and other agencies for applicants. I also find some of the civil service salary ranges way too low for people to be able to live in NYC while serving the city.
