Upzone as of right near all train stations in NYC and allow accessory dwelling units in all single family homes as of right to enable the creation of more critically needed housing options.

I like the idea but safety inspections are critical when adding dwelling units to single family homes. How to incentivize safe/healthy locations?
Legally, an ADU is part of the same property as the main home. It cannot be bought or sold separately. In Connecticut, though regulations vary, most municipalities allow accessory dwelling units to be constucted if rent is not being paid. Krowd Darden
