Create a rotation program where City staff can learn about different agencies and departments
City often don't understand what opportunities exist at different departments, let alone City agencies.
The City should create opportunities, perhaps a short shadowing program, where City staff get to see work done in other departments and agencies. At a minimum, this will allow them to understand the needs of other parts of the City and enable them to be better partners. Ideally, it may enable them to seek career development opportunities in those places.
