Citywide training on how to score bids & RFPs
We need to fix a lot procurement process, but one fix that could save time and would not require big tech or regulartory fix is training people who write RPFs/bids to write better questions and have better review processes:
- There's an art to writing the questions in such a way that it is straightforward . Poorly written or too many questions made scoring harder - and longer
- Train people on best practices on review meeting and timelines

The crafting of questions that are simple to understand requires skill. Too many or poorly prepared questions made grading more difficult word hurdle and time-consuming
