Need effective career up system
City employees who work longer in the agency should be more promoted to develop their carriers and have higher positions. They know better about their programs/services than new hires. The program should consider promoting their staff before hiring new staff. otherwise, they stay in same job forever and their titles/levels are never raised. NYC should consider a better system to promote the employees.
