Hiring and "OMB approval" process
I know people who have waited up to six months to get hired after their offer. Myself three months. The pace in which hires can be on-boarded is leaving out a lot of potentially great hires. Good candidates won't wait that long to get hired, they will find something else by then.
The process is so mysterious and esoteric that even veteran City employees can't explain it. Please consider examining the process in which candidates are hired and "approved" by OMB.

The hiring timelines are really bad. It's made even worse when you have to pay to DCAS for on-boarding and processing, and pay for civil service exams as a city employee, and new hires make far below industry standards in many positions.
Both how long it takes and how mysterious it is are huge vulnerabilities for the City.
It took me a year to get hired and I'm still waiting for a raise to be approved from MONTHS ago; good thing I'm patient and have the luxury of being able to wait. We lose qualified candidates all the time to this absurd process.

I agree that there needs to be greater transparency for the OMB process. We have had several candidates accept other offers because of the time it took for OMB to approve our hires. This makes it hard to attract and hire talented staff, and it's also unfair to candidates who may not have the luxury of waiting for months to get hired.
