City employees Working hubs
To decongest the MTA and other means of transportation and avoid carbon footprint, to save money, why not concentrate employees where they live and create work hubs with supervisors.
Pandemic or not this saves people time and commuting pains. Local businesses will thrive. People will be happier. Teleworking from anywhere should be possible so people enjoy working around the world without shifting residence from New York.

I love this idea. I actually just made this suggestion in another comment and said I'd submit it as an idea if it wasn't already made. This coupled with remote flexibility could be a game-changer for collaboration, productivity, and morale.

Working from home a few days a week is the perfect way to start reducing the carbon footprint of commuting. We have the technology lets use it! This planet needs our love and attention NOW.
I also think working from home has a tremendous effect on morale. It saves City workers money and creates positive vibes. And We all know that is need more than ever these days. Personally, I think employees get way more work done from home. Maybe its the simple fact that workers aren't stressed about commuting to the office in these stressful uncertain violent times. And we get to work in our slippers!
True, but we have working hubs, imagine how our friends circle grows, we live around neighborhoods and we have more chances to socialize and build a community, organize. We don't have to be afraid of the agency prying over our every activity.

This idea is great, because those of us that have to take off work because we have to stay home (FMLA) to look after family members, or ourselves can decrease the work load of those that are in the office. While decreasing delays because of staffing shortage.
