A lot of NYPD members were city residents at some time and chose to move to improve their quality of life. We need an "off" button. To work in the hustle and bustle of the city for eight and a half hours then live here when your day is done does not provide you with the necessary 'down time' and mental break you need.
You do not need to live in the city to know how to talk to people and provide a safe community.

I think this policy should be extended to all City employees. It is my understanding that after a certain amount of time City employees are allowed to move outside of the City's jurisdiction. I believe this to be a mistake. All NYPD and City employees should be required to live in the City while on the job. What you do after you leave City service is up to you. My rationale is that stakeholders are more invested and care more about the community they live in.

to be low income housing for all New Yorkers especially city employees that are not working in the uniform forces.
Maybe it's based on income - under a certain price-point, more flexibility. You're an assistant commissioner making 6 figures? Yeah, you live in the five boroughs, (try to) experience what we experience, and pay taxes into NYC.
Just like other city employees, NYPD staff should be required to start out living in the city. If they choose to move to a nearby suburb after a period of time, that would be okay.
A better idea is to offer additional incentives for officers to live in NYC such as a pay bonus to offset the added cost. But closing it off completely will just lead to less eligible applicants applying.
