Significantly reduce official placards across all City agencies, zero tolerance for fraudulent placards, & crackdown on obscured license plates
To address air quality, improve traffic & promote the rule of law, the City should (1) completely overhaul which City workers can have official parking placards on their private vehicles, (2) create a new unit &/or adequately fund existing units across city gov to identify, prosecute &/or penalize those using fake placards, & (3) fine those with obscured plates, with higher penalties for violations of 2 and 3 by public employees as they should be modeling lawful behavior.

100%. The placards and the "theft vests" and looking the other way and the whole culture of "it's just for a minute" is so selfish and dangerous. Parking rules, just like driving, need to be enforced equally across all vehicles and at all times, otherwise they don't work at any time. If people using wheelchairs or with children in strollers or even the delivery workers with handtrucks can't access the curb cuts or see beyond a parked car if there's oncoming traffic, it doesn't matter if it's a civilian vehicle or a City worker with a placard, it's illegally parked and the parker should be penalized. There's justifiable uses of placards - which should only exist with great discretion, such as parking in a metered spot and not getting a circular ticket that wastes the City's time, but not for creating spots out of thin air. But those who cough, NYPD, cough intentionally obscure their plates or use any kind unofficial placard should have their cars impounded and be arrested for fraud.
